Plan cards, the free plan line, the Starter checkout line and the Billing page all say "up to N users" or "N of M users", so the number you see when you pick a plan matches what you see after you pay. Each paid plan card also opens with "Everything in Free, plus:" so the difference from Free is the first thing you read.
