Turn on "Only assign to people who are in" under Routing & Automations and new tickets stop going to anyone on approved leave, off sick or no longer in the workspace. Each rule can name a backup person or group, so "Editors go to Trung, or the frontend group if Trung is away" just works, with the on-call team as the last resort. You can also limit assignment to working hours in each person's own time zone, and a new idle follow-up reminds the assignee when a ticket sits untouched and then tells their manager or chosen people and groups.
