Clearer message when a settings page is admin-only
Opening an admin-only settings page such as Workspace with a role like Auditor no longer says your role "has View access here" when there is nothing to view.

Opening an admin-only settings page such as Workspace with a role like Auditor no longer says your role "has View access here" when there is nothing to view. The message now says plainly that the page is managed by admins and how to ask for access.
