Deleting a bill now either completes fully or changes nothing: if it cannot be deleted, its ledger entries stay and it stays on its payment runs.

Deleting a bill now either completes fully or changes nothing: if it cannot be deleted, its ledger entries stay and it stays on its payment runs. A draft payment run's total updates when one of its bills is deleted.
