Clean-up used to list the same contact in several overlapping sets when more than one rule matched them, which inflated "Merge sure matches" and could leave a set pointing at records that had just been merged. Each set now gathers every record and every reason that links them, your own team's addresses and test records are left out by default (switchable in Sales admin › Data quality), Empty and junk now flags test records and companies named after a person, and bulk merge skips sets whose records have different owners so you choose who keeps them.
