When you move from HubSpot Marketing Hub, the workflow importer now checks the HubSpot connection your workspace already uses for CRM and reuses it if HubSpot confirms it can read workflows. If it cannot yet, the importer takes you straight to reconnecting HubSpot so you can approve the automation permission, and a private app token still works as an alternative.
