Usage Permissions has an Edit control that sets Download, Print and Share to Allowed, Requires approval or Denied, for design, document, spreadsheet and video templates alike. Each editor then enforces the choice the same way it already does for its own permission settings, so a template marked "Requires Approval" finally has a place where that can be set and changed.
