Opening a new browser window puts the cursor straight in the address bar with its contents selected, so you can type where you want to go without clicking first — the same as opening a new tab. Windows that restore your previous session, windows that open your chosen startup pages, background tabs and windows opened for a link are untouched and keep the cursor where it belongs.
