Right-click a video clip and open Retime controls to add or clear speed points, change a segment's speed by percentage or target duration, reset it to 100%, hold a freeze frame for as long as you choose, reverse a segment, add a rewind effect, or apply a slow-to-fast or fast-to-slow speed ramp. The rest of the track moves along so nothing overlaps, and every change can be undone.
