The New tab button stays put in the collapsed tab sidebar
With the vertical tab sidebar collapsed, hovering it used to expand it and move the + button away just as you went to click it.

With the vertical tab sidebar collapsed, hovering it used to expand it and move the + button away just as you went to click it. Now the sidebar stays collapsed while you are on +, so the click opens a new tab, and it still expands when you hover anywhere else.
