Billable access now lists everyone currently on the team who can log time
New timers and manual entries stay non-billable, and hide the Billable switch, when that person is not allowed to log billable time.

New timers and manual entries stay non-billable, and hide the Billable switch, when that person is not allowed to log billable time. Editing an entry cannot turn billable back on either, except for a manager correcting someone else's hours.
