The bookmarks bar setting now has three choices: Always, New tab only, and Never. New installs show it on the new tab page only, so pages get more room, and if you already had the bar on or off, nothing changes for you. Ctrl+Shift+B (Cmd+Shift+B on Mac) and the View menu's Always Show Bookmarks Bar switch it between always and never.
