Group Managers can create workspace folders and folders restricted to the groups they manage, instead of every attempt failing with "Failed to create folder".

Group Managers can create workspace folders and folders restricted to the groups they manage, instead of every attempt failing with "Failed to create folder". The New folder dialog now also waits for at least one group to be ticked before creating a restricted folder.
