Offline & sync diagnostics now show failed sync attempts
When a queued change fails to sync and is waiting to retry, the Offline & sync page now says so and shows the reason.

When a queued change fails to sync and is waiting to retry, the Offline & sync page now says so and shows the reason. The last sync time no longer shows a negative duration, and counts read naturally ("1 change queued", "4 downloaded data sets").
