Procurement requests now catch a backwards budget
If the maximum is lower than the minimum, the form says so and will not let you create the request, and the same rule is enforced when the request is saved.

If the maximum is lower than the minimum, the form says so and will not let you create the request, and the same rule is enforced when the request is saved. Budgets are shown in the currency the request was created in rather than always in US dollars, categories appear as proper translated labels instead of raw codes, and a request cannot be opened to vendors until it has a response deadline, with a reminder on the form while it is empty.
