On very slow links in browsers that report no network information, the loading watchdog gave up at a fixed 90 seconds even while the last pieces of the app were still arriving. It now measures how long delivery is actually taking and waits proportionally, so a slow but healthy start finishes instead of being cut off (and stops filing an automatic error report for it).
