Starter kits now create all of their pages
Loading a multi-page kit could fail part-way and leave a single page behind, with a navigation menu full of links to pages that were never created.

Loading a multi-page kit could fail part-way and leave a single page behind, with a navigation menu full of links to pages that were never created. Kits are now built in full or not at all, the page count is checked before we report success, and the confirmation dialog no longer shows an empty kit with zero pages after a failure.
