Staff who filled in their own onboarding details had their country saved in a different format than the admin edit form expects, so the dropdown looked blank even though the profile was complete. Editing now pre-fills correctly, keeps the saved country when other changes are saved, and the staff forms offer the same full country list the rest of the product uses.
