Single-letter keyboard shortcuts used to fire whenever focus was not in a text field, so typing a sentence on the page, or starting to type before a dialog finished opening, could jump you elsewhere, change a list filter or select rows. Shortcuts now stay quiet while a dialog is open, while dictation or an input method is composing, and when focus is not on the surface that owns them. This matters for speech-input users, people with tremors, and anyone who types ahead of the interface.
